One of the U.S.’s most significant foreign policy goals is keeping Weapons of Mass Destruction (WMD) – nuclear, chemical and biological weapons and their delivery systems – out of the hands of terrorists and rogue nations.
Yet many of the technologies that support WMD development and production also have legitimate commercial and consumer uses. How do we balance national security and non-proliferation aims, with U.S. global commercial competitiveness in these “dual use” technologies?
